Turn the tilt tension adjustment knob to increase or decrease the amount of force needed to rock or recline. Lock the seat in place with the tilt lock mechanism. The waterfall front seat edge removes pressure from the lower legs. Chair easily swivels 360 degrees to get the maximum use of your workspace. The pneumatic adjustment lever will allow you to easily adjust the seat. The adjustable armrests take the pressure off the shoulders and the neck. Nice Chair
The chair is comfortable, with plenty of cushion. Well made. The tilt, however, is a bit stiff, so there is not much 'rocking' in the chair. If you don't need that, then this is a great chair!

Office chair appears to be as detailed in description. Fairly easy to put together although attaching the back to the base was a pain. So far so good quality.

Is it possible to leave the arms off of this chair?
I don't see why not. The arms come detached from the chair initially so if you choose not to screw them on you can absolutely use the chair completely without them.
